On October 17-18, 2025, Fan Xuecheng and his delegation from the Chinese Embassy in Uganda visited Liaoshen Industrial Park for a two-day research and consular service activity. The purpose of this survey is to gain a deeper understanding of the development status of Chinese enterprises in Ukraine, and further promote consular protection and service policies to effectively safeguard the legitimate rights and interests of Chinese enterprises and employees.
Conduct in-depth frontline research to assess the security development of enterprises
In the afternoon of 17th, Fan Xuecheng and his delegation successively investigated the representative enterprises in the park, such as Huahui Uganda Co., Ltd., Blue Whale Industry Co., Ltd., Zonglin Lighting Co., Ltd. and Changxing Electronics Co., Ltd. In the production workshop and product display area, Fan Gongcan carefully observed the production process and listened carefully to detailed introductions from various enterprise leaders on production and operation, market sales, technical characteristics, and future plans. He focused on the current production and operation status, opportunities and challenges faced by the enterprise, as well as key aspects such as the implementation of safety production responsibility system, risk and hidden danger investigation, and safety guarantee measures. He conducted in-depth and detailed interviews and exchanges with enterprise management and technical personnel. Fan Gongcan affirmed the business achievements of enterprises in Uganda and repeatedly emphasized that safety is the lifeline of enterprise development. It is necessary to always tighten the string of safety production to ensure stable and sustainable development overseas.

Special Lecture Focus
On the morning of the 18th, Fan Gongcan and his delegation, together with the Liaoshen Industrial Park Management Committee, successfully held a special lecture on consular services with the theme of "Adhering to Human Centeredness and Practicing Diplomacy for the People" in the conference room of the main building of the park, focusing on solving the practical needs of "small, scattered, and distant" enterprises. Representatives from 34 Chinese enterprises in the park enthusiastically participated.
At the beginning of the lecture, Fan Xuecheng made an opening speech. He combined his observations and feelings from the previous day's visit and research, and once again emphasized the extreme importance of overall enterprise safety, production safety, and employee personal safety. He pointed out that the overall investment environment in Uganda is improving, but companies also need to closely monitor changes in the local social, legal, and security situation. He demanded that all Chinese funded enterprises in Ukraine: firstly, firmly establish safety awareness, strictly abide by local laws and regulations, improve internal management systems, especially safety production norms; Secondly, we must actively fulfill our social responsibilities, respect local cultural customs, and build harmonious labor management relations and community environment; We must pay attention to shaping the corporate image, operating in compliance with the law, cooperating with integrity, and strive to establish an excellent model for Chinese enterprises in Uganda, contributing to the deepening of China Ukraine economic and trade cooperation. Fan Gongcan stated that the Chinese Embassy in Uganda has always been a strong backing for our compatriots in Uganda and will continue to spare no effort in providing necessary consular protection and assistance.
Subsequently, Consul Zhang Xiaoli of the embassy gave a detailed presentation on consular services to the attending business representatives. The lecture covered the handling guidelines for routine consular services such as passports and notarization authentication, with a focus on the prevention and response measures for common consular protection cases in Ukraine, including emergency channels for seeking help, risk prevention suggestions, etc. Consular service and protection promotional materials were distributed on site. During the interactive Q&A session, Consul Zhang provided patient and detailed answers to specific questions raised by business representatives, creating a lively atmosphere on site.
This research and special lecture activity not only strengthened the direct contact between the Chinese Embassy in Uganda and the Liaoshen Industrial Park and its enterprises, but also enhanced the risk prevention awareness and response capabilities of Chinese funded enterprises in Uganda, especially those located in industrial parks, through precise policy interpretation and safety reminders. It is a vivid practice of the "diplomacy for the people" concept in the front line of consular services. Representatives of participating companies expressed that the practical and thirst quenching content of the event has enhanced their confidence in operating and developing in Uganda with peace of mind.
Consolidate Consensus and Draw a New Landscape for Overseas Development of Chinese Enterprises
In his concluding speech, Fan Xuecheng said that Liaoshen Industrial Park is a vivid epitome of China Ukraine "the Belt and Road" cooperation, and its successful experience has provided a model for the industrialization process of East Africa. The Chinese Embassy will continue to support enterprises to establish roots in Africa, while strengthening the security bottom line through consular services and assisting in the construction of a community with a shared future for China and Africa.
