The Uganda-China Liaoning-Shenyang Industrial Park (referred to as "Liaoning-Shenyang Industrial Park") is a national-level industrial park jointly established by Uganda and Liaoning Province, China. It aims to promote China-Africa production capacity cooperation and accelerate Uganda's industrialization process. Leveraging the policy support and resource endowments of both countries, the park has emerged as a significant hub for international production capacity cooperation in East Africa. 1、Geographical location of the park
The Uganda Liaoning-Shenyang Industrial Park is located in Luweero District, central Uganda. It is situated at the transportation hub of East Africa, approximately 55 kilometers from the capital city of Kampala and 75 kilometers from the main road connecting Uganda to Kenya. The park covers a radius of 500 kilometers, encompassing Rwanda, Kenya, Tanzania, South Sudan, and Burundi. Adjacent to two highways, the park boasts a flat terrain and significant locational advantages.
2、Floor area
The total planned area of the park is 5.2 square kilometers, with phased development. Currently, the first phase has completed 2.6 square kilometers, while the second phase is ongoing, gradually forming a large-scale industrial cluster.
3、Infrastructure
The Liaoning-Shenyang Industrial Park in Uganda, located in the Luwero District in central Uganda, boasts a comprehensive infrastructure, including roads, electricity, water supply, and communication facilities. The park has established a sewage treatment plant, residential areas, commercial activity zones, as well as basketball courts, football fields, and other living and supporting activity venues. Furthermore, the park is equipped with two banks, DTB and Centenary, standardized workshops, warehousing and logistics centers, and living service facilities, aiming to meet the production needs of enterprises and the living needs of employees.
The Liaoshen Industrial Park in Uganda, with "win-win cooperation" as its core, is gradually becoming an influential industrial hub in East Africa through scientific planning, industrial agglomeration, and policy empowerment. In the future, the park will continue to inject new momentum into China Ukraine economic and trade cooperation, assist Uganda's industrial transformation, and radiate a broader international market. The park will be developed in two phases: the first phase covers an area of 2.6 square kilometers, the second phase covers 2.6 square kilometers, gradually developing 5.2 square kilometers of land, constructing a multi-functional industrial park, and deepening economic linkage with East African countries.

1、Leading industry direction
Deep processing of agricultural products: With Uganda's fertile soil and abundant agricultural resources, we prioritize the development of food processing, agricultural product warehousing, and the production of high value-added products.
Manufacturing cluster: covering multiple labor-intensive industries such as ceramic building materials, cotton textiles, clothing manufacturing, electrical appliance manufacturing, pharmaceuticals and supporting industries, as well as light industry commodity production.
Resource processing: Utilizing local mineral, wood and other resources, introducing environmentally friendly processing technologies.
2、We have built an integrated chain of 'raw material collection processing and manufacturing sales and export' through industrial chain integration, fully utilizing Uganda's export tax exemption policy and the market access advantages of the East African Community, effectively reducing production costs and further enhancing product competitiveness.
3、The operation goal of the employment creation park is to attract no less than 15000 local employees. Currently, it has attracted enterprises in tile production, food processing, cable manufacturing, etc., employing over 2500 people and promoting regional economic vitality.
4、The introduction of mature production technology and management models from China through technology transfer promotes the improvement of Uganda's industrialization level.
5、Regional radiation drives the development of surrounding agriculture, logistics, and service industries, forming industrial cluster effects and helping Uganda achieve sustainable development goals.

Special support from the Ugandan government:
Tax incentives: In Uganda, businesses can enjoy tax incentives including income tax exemptions, import equipment tariff exemptions, etc. These policies aim to alleviate the initial investment pressure on businesses and promote the development of specific industries such as agricultural product processing and manufacturing.
Land and Approval Convenience: By simplifying the application, approval, and registration process for land use rights, we provide long-term land use rights to accelerate project implementation.
Regional economic integration dividends:
With the broad platforms of the East African Community (EAC) and the Southern African Development Community (SAVC), we are able to enjoy tariff reductions and market access priorities in cross-border trade.
Policy support for China Ukraine cooperation: As a national level cooperation project between China and Ukraine, priority can be given to obtaining bilateral policy support and resource docking.
3、Industrial supporting facilities and industrial chain advantages
Complete industrial chain layout: We focus on core industries such as deep processing of agricultural products, manufacturing (covering ceramics, textiles, electrical appliances, etc.), and resource processing, creating a comprehensive integrated chain from raw material collection to production and export, thereby significantly reducing the collaborative operating costs of enterprises.
Complete infrastructure:
Hardware facilities: standardized factory buildings, warehousing and logistics centers, networks, water, government special 132KV power supply, sewage treatment facilities and other industrial infrastructure supporting facilities to meet the needs of enterprises for immediate entry and production.
Soft and considerate services: The park has partnered with the Ugandan government to create a carefully crafted one-stop service center, which has been officially put into use. The Ugandan government requires various departments such as company registration, taxation, legal affairs, customs, and product testing to provide on-site services to industrial park enterprises. These enterprises can complete various related businesses within the park, saving time and operating costs for them and improving their operational efficiency.
Resource endowment utilization: Deeply connect with local resources such as agriculture (such as coffee, cotton), minerals (such as stone), and timber in Uganda, empowering enterprises to develop high value-added products.
On the afternoon of June 14, 2018,Member of the Standing Committee of the Political Bureau of the CPC Central Committee,Wang Yang, Chairman of the National Committee of the Chinese People's Political Consultative Conference, inspected the China-Uganda Liaoning-Shenyang Industrial Park during his friendly visit to Uganda.
On September 29, 2020, the President of Uganda awarded the Liaoning-Shenyang Industrial Park the title of the first "Sino-Ugandan Cooperation Demonstration Industrial Park"
Adhering to an innovative development philosophy, the park has experienced rapid growth since its inception and achieved remarkable accomplishments.
2013-2014
Concept inception, consolidation recommendation
In November 2013, Bing Zhigang, then Vice Governor of Liaoning Province, visited Uganda and proposed the concept of building the Liaoshen Industrial Park. In June 2014, Pan Liguo, then Vice Governor of Liaoning Province, led Chinese entrepreneurs to visit Uganda to further consolidate the idea of building the Liaoshen Industrial Park.
During the visit of the Ugandan President to China in March 2015, Vice Governor Bing Zhigang met with the Ugandan President again at the Diaoyutai State Guesthouse to discuss the establishment of the Liaoshen Industrial Park. In July 2015, the Ugandan Ministry of Finance officially signed the authorization letter for Liaoshen Industrial Park and issued a land certificate. In December 2015, Jiang Rui, then Vice Governor of Liaoning Province, attended the groundbreaking ceremony of Liaoshen Industrial Park with the President of Uganda, and the park officially began operation.
2016-2017
First enterprise settlement and provincial-level certification
In November 2016, Ms. Mbayao, the Minister of Presidential Affairs of Uganda, led a delegation to visit Shenyang and held a promotion event for investment projects in the Liaoshen Industrial Park. The delegation was the largest African official delegation received by Liaoning Province in recent years. In November of the same year, Hemuyuan Food Co., Ltd. settled in the park and started construction. In 2017, Yahe International Investment Co., Ltd. and Wangkang Ceramics Co., Ltd. successively settled in the park. In December of the same year, the Department of Commerce of Liaoning Province approved the Liaoshen Industrial Park in Uganda to become a provincial-level industrial park in Liaoning Province.
In February 2018, the President of Uganda visited the park to learn about its progress. In June, during his visit to Uganda, Wang Yang, then Chairman of the National Committee of the Chinese People's Political Consultative Conference, visited the Liaoshen Industrial Park. From August to November, six new companies, including Jiajia Food and Wuxi Taiyu, have settled in the park. From March to May 2019, the park successively settled in Six Cornerstones Manufacturing, Nannan Footwear, Zhuoyue Electronics, and Zhongwu Petrochemical, with 15 enterprises settled in the park. In September 2020, the President of Uganda awarded the title of 'China Ukraine Cooperation Demonstration Park', highly recognizing the contribution of Liaoshen Industrial Park to Uganda's industrial development.

Steady expansion and regional radiation
In August 2021, Ambassador Zhang Lizhong and Counsellor Jiang Jiqing of the Chinese Embassy in Uganda visited the Liaoshen Industrial Park for the first time after taking office in Ukraine, reflecting the embassy's leadership's attention and importance to the development of industrial cooperation between China and Ukraine. In April 2022, during his state visit to Uganda, the President of the Republic of Mozambique, Filipe Hashimoto Nusi, specially arranged time to visit the Liaoshen Industrial Park in China and Uganda. In July 2023, the 20th enterprise in the park, Jucheng Footwear, started construction. In September 2024, the President of Uganda visited the park again to attend the exhibition and sales of products produced by the park's enterprises.
In August 25th, the President of Uganda held a special symposium on Liaoshen Industrial Park at the Presidential Palace, inviting representatives of the enterprises settled in the park to listen to the latest developments and reports on the operation of various enterprises in the park. In September 25th, Ms. Robina Nabanjia, the Prime Minister of Uganda, visited the Liaoshen Industrial Park in China and Ukraine for a fruitful inspection visit. In December of the 25th year, the Liaoshen Industrial Park in Uganda held a grand 10th anniversary celebration in the Kapeka region. The theme of this event is "Ten years of hard work, working together to achieve long-term goals". It brings together Ugandan government officials, including the Permanent Secretary of the Ugandan Ministry of Finance, Mr. Gubi, the Chief Customs Officer, Mr. Asadou, leaders of the Chinese Embassy in Uganda, representatives from the local business community, resident enterprises in the park, and media guests to witness the ten-year development process of the park and discuss the future vision of China Ukraine cooperation. The number of enterprises settled in the park has reached 34.
