On July 14, 2025, a delegation from Mianyang Economic Development Zone in Sichuan Province, China, visited and inspected Liaoshen Industrial Park in Uganda. The purpose of this visit is to deepen China Africa production capacity cooperation and explore opportunities for cooperation between the two sides in areas such as manufacturing and technological innovation. The delegation of Mianyang Economic Development Zone focused on inspecting the operation mode of the park, the investment environment of enterprises, and key industrial projects, and had in-depth exchanges with the park management and representatives of enterprises entering the park.
Park Symposium: Discussing Cooperation Opportunities and Consolidating Development Foundations Together
At the symposium held in Liaoshen Industrial Park, representatives from both sides discussed the theme of "industrial synergy and win-win development". Manager Du Bowen, the investment director of Liaoshen Industrial Park, introduced the construction achievements of the park as a benchmark project for China Ukraine cooperation: since its establishment in 2015, the park has attracted 32 Chinese enterprises to settle in, covering electronic manufacturing, textile, food processing and other fields, creating more than 12000 local jobs. As an important platform for China and Ukraine to jointly build the "the Belt and Road", Liaoshen Industrial Park has become a strategic hub for Chinese enterprises to invest in East Africa. The representative of Mianyang Economic Development Zone stated that the experience of Liaoshen Industrial Park in promoting China Africa capacity cooperation and optimizing industrial chain layout is worth learning from. As an advanced manufacturing base in western China, Mianyang is actively expanding its international cooperation space, hoping to establish a long-term communication mechanism with Liaoshen Industrial Park in technology transfer, resource sharing and other aspects, and jointly explore the coordinated development path of "Chinese technology+African market".
On site visits: witnessing the localization of enterprises and stimulating the potential for cooperation
After the meeting, the delegation conducted on-site inspections of two star enterprises in the park - Excellent Electronics Co., Ltd. and Wuxi Taiyu Uganda Co., Ltd. At Excellent Electronics Co., Ltd., the delegation visited its intelligent production line, which focuses on the processing of television products for brands such as Hisense, Changhong, Toshiba, and covers multiple markets in East Africa. The person in charge introduced that relying on the complete supporting policies and logistics advantages of the park, the proportion of localized employees has reached 95%, achieving synchronous growth of economic benefits and social responsibility. Wuxi Taiyu Manufacturing Co., Ltd. showcased its latest technological achievements in the fields of fishing nets, fishing lines, and fishing gear manufacturing. The delegation highly praised its "localized manufacturing" concept and market expansion achievements.
Deepening consensus: Joining hands to explore a win-win future
At the end of the visit, representatives from both sides agreed that this exchange has laid a solid foundation for cooperation between Mianyang Economic Development Zone and Liaoshen Industrial Park. In the future, both sides will focus on promoting the construction of information sharing platforms and facilitating enterprise integration; At the same time, feasibility studies will be conducted on cooperation in emerging fields such as new energy and digital economy. This inspection not only demonstrates the enormous potential of China Africa cooperation in industrial transfer and innovation synergy, but also builds a new cooperation bridge between western China and African countries.
